NASSCO Generally Speak On COVID-19 Rapid Response Register RRR When The Payment continue N30,000 For 6 Months

Many applicants of the NASSCO COVID-19 Rapid Response Register (NASCCO COVID-19 RRR) are very much eager to know when the N30,000 COVID-19 RRR Payment would commence again, just as many Nigerians also want to know the current update on the N5,000 Fuel Subsidy Removal Grant.

To begin with, the NASSCO COVID-19 RRR disbursement hasn't been ongoing because of Funds and Transition to the Tinubu led administration. However, the Federal Government has secured $800 Million Loan to upscale the COVID-19 RRR and augument it with the Fuel Subsidy Removal Grant.

The Rapid Response Register (RRR) for COVID-19 Cash Transfer, a World Bank supported National Social Safety Nets Project, is an intervention by the Federal Ministry of Humanitarian Affairs, 

Disaster Management and Social Development to identify and document the Urban and Semi-urban poor who have lost their income streams and consequently become poorer from the hash economic impact of COVID-19. The N30,000 COVID-19 RRR cash transfer is a lump sum of N5,000 monthly cash transfer for six months duration of the COVID-19 RRR Cash Transfer Programme.

The Fuel Subsidy Removal Grant is a Federal Government Grant aimed at cushioning the harsh effect of fuel subsidy removal which has been successfully executed by the Tinubu led Administration. 

The Fuel Subsidy Grant amount is N5,000 per beneficiary for six months. Just like the Rapid Response Register (RRR) for COVID-19 Cash Transfer, it can be paid in bulk of N30,000 one-time payment.

While both programmes are to run concurrently, Individuals/Household captured under each are to be paid N5,000 for a period of 6 Months.

The National Social Safetey-Nets Coordinating Office (NASSCO) through the Buhari Adminstration has secured $800m to scale up the Cash Transfer Programme to up to 10.2 million vulnerable Nigerians. The fund is also meant to cover for the the Fuel Subsidy Grant disbursement as both the COVID-19 RRR and Fuel Subsidy Grant will now run concurrently.

Mrs. Zainab Ahmed, Minister of Finance, Budget and National Planning (in the Buhari led administration) had in a statement captioned Nigeria Seeks No New World Bank Loan-Ahmed, and issued by her Special Adviser, Media, and Communications, Yunusa Tanko Abdullahi, said that the news which claimed that the Federal Government was applying to secure additional $800 Million loan was wrong, noting that it is the same $800 million loan facility the country had gotten from the World Bank for post-petrol subsidy removal palliative but was only awaiting parliamentary approval for the federal government to commence disbursement.

The Minister then stated that the $800 million has been negotiated and approved by the Federal Executive Council (FEC) and had requested the parliament for approval.

Within the month of May, 2023, the Senate approved the grant disbursement. So why hasn't the COVID-19 RRR Second Batch Disbursment and Fuel Subsidy Removal Palliative grant disbursement commenced?

The Minister explained that owing to the rap-up of the Buhari Adminstration, the Tinubu led administration can decide on the utilisation of the secured fund and its disbursement.

As at now, the Tinubu led Adminstration is being waited to decide on the disbursement of the $800m either for the COVID-19 RRR Disbursment and Fuel Subsidy Removal Palliative grant disbursement or any other programme it considers is the best.

Before we conclude this update, recall that the Interim Head of NCTO, Dr Ibraheem Adam, speaking to News Agency of Nigeria in November 2022 said that first aspect of the Cash Transfer Programme which is the Conditional Cash Transfer had ended on Dec 31, 2022. So there is no more Conditional cash Transfer but there are COVID-19 RRR as well Fuel Subsidy Removal Grant Cash Transfer Programmes.
